ARNM Supports Bill C-239: Strengthening Accountability in Canada’s Health Care System

The Association of Registered Nurses of Manitoba (ARNM) is proud to share our support for Bill C-239: An Act to amend the Canada Health Act (accountability). This important legislation aligns directly with ARNM’s federal policy priorities to improve the health-care system - particularly in ensuring transparency, establishing performance standards, and promoting patient‑centred access to care.

Under Bill C-239, provinces would be required to adopt accountability frameworks that set benchmarks for access to primary care, elective procedures, and emergency services. These frameworks would ensure clear, measurable standards for health service delivery across the country.

A key element of the Bill is public reporting on how jurisdictions perform against these benchmarks. This means that patients, health professionals, and communities will be able to see where improvements are needed - and where progress is being made. This level of transparency is an essential step toward a stronger, more responsive health system.
